About PFAA

The Patient First Air Ambulance Alliance (PFAA) is a grassroots organization of medical and aviation providers committed to ensuring that critically ill and injured patients have access to the safest and highest quality air medical system possible. PFAA is comprised of air-medical providers, community and business leaders, professional medical organizations, state EMS and Health Agencies, hospitals, and FAA part 135 certificate holders that are committed to improving the safety of air medical transport. We have come together to provide our communities, our hospitals and EMS partners in care, aviation regulators, and policy makers with a path toward a safer and more trustworthy air medical system.

Goals of PFAA

PFAA is working to clarify the interface between state and federal oversight of air medicine. Our legislative effort centers on the Helicopter Medical Service Patient Safety, Protection, and Coordination Act.

We believe that while the oversight of aviation is contained within the federal purview, oversight of the practice of medicine, emergency medical services and health planning and protection is within the purview of the states. Helicopter medical transport services bridges these two regulatory arenas. PFAA is concerned that the appropriate line between state and federal oversight has been undermined by wide use of the federal preemption provision of the Airline Deregulation Act which was never intended to apply to medical helicopters. Improved clarity regarding the balance between federal and state regulatory oversight is essential to a safe, effective, and quality air medical system. The PFAA believes there is an important role for State health planning and oversight of air medicine that should not be trumped by Federal law unrelated to health planning and regulation.

PFAA works to protect the interests of air ambulance providers as necessary to ensure their continued viability and capacity to provide the highest quality of patient care services to critically ill and injured patients requiring helicopter medical transport. We are not mandating action by States, just recognizing their long standing role in overseeing the practice of medicine within their borders and to assure a level playing field for all providers.
